Chicago Moves Gas - After city officials announced a plan to hand out free gas and transit cards to residents, Chicagoans began asking who is eligible for the giveaway and how do they get the passes?
Operation Chicago plans to roll out up to 50,000 pre-loaded fuel cards, each worth $150, to be distributed to residents through a lottery system, Lightfoot said in a news release.

"People should be able to walk to work, to school, to places of worship, to medical facilities, to grocery stores," Lightfoot said. "The goal of this project is to help facilitate those movements."

The city will also issue 100,000 prepaid $50 transit cards, the mayor added. Notably, Chicago became the first major city to adopt such a plan to provide some relief in the event of rising gas prices.

Chicago residents can begin applying for the cards on April 27, pending City Council approval, the mayor said. Limit one application per family.
The cards are valid for one year after issue and can only be used to pay for fuel at gas stations located in the city of Chicago, according to the release.

Lightfoot noted that a "significant portion" of residents' incomes go to gas, with many paying more than $70 to fill up their cars.
“I learned from talking to many residents that they are under stress. There are no "ifs" and "buts". Many people can't fill the tank as usual because they don't have much money. That's why my administration is "Exploring options to see how we can provide the greatest assistance to the greatest number of residents," Lightfoot said.

High fuel prices and rising costs for groceries and other items are hurting consumers significantly, Lightfoot said. She said she would ask Raoul to investigate the spike in gas prices that followed Russia's invasion of Ukraine.
"I would urge the attorney general to investigate the large and rapid increase in gas prices,” she said. “I'm very concerned about the drop, and I'm not pointing fingers at anyone, but the attorney general deserves attention because the escalation is costing people."
The national average price for a gallon of gasoline was $4.215 on Friday, according to the consumer group AAA. The average price in Illinois dipped slightly, but remained above the national average at $4.456 per gallon.
As of Thursday, Illinois had the highest natural gas prices in the nation outside of the West Coast, according to AAA.

In Chicago, gasoline averaged $4.838 a gallon, down about two cents from Monday's all-time high of $4.868.
Currently, the city of Chicago charges a tax of $0.08 per gallon of fuel. The tax is also $0.06 per gallon in Cook County and $0.39 per gallon in Illinois.

The provision was enacted to combat rising inflation raging in the United States, particularly the sharp rise in natural gas prices.

The bill, sponsored by Chicago Mayor Laurie Lightfoot, passed by a three-vote margin, 26-23.
Although Mayor Lightfoot's initial proposal was rejected, she revised her original proposal and it was approved in early April of this year.
While some quarters point out that the rebates are not a gift from the government, but rather tax money handed over to the people, Mayor Lightfoot is adamant that the bill will help those who need it most.
"It's a fact of life that sometimes what happens in our city doesn't affect everyone equally," said Mayor Lightfoot.

"There are times when we need to do things as a whole that only benefit a small percentage of local residents, and this is one of those things."
There are three ways to apply for the lottery. The first is through the website chicago.gov/ChicagoMoves. The second is in person at any Chicago Public Library location.
The deadline for submitting applications for the fuel card lottery is five months, and the application deadlines are May 3, June 3, July 3, August 3, and September 3.
The government initiative is open to all Chicago residents over the age of 18 who have a valid city sticker and correct zip information for their vehicle.

Eligible residents must also have an income of at least 100% of the Chicago area median income.
People must be Chicago residents with a household income of at least 140% of the Chicago area median income to receive travel cards.
